In any political system, conflicts of interest arise over state policies and competition for control of positions of political power and authority. Political norms refer to the beliefs that are widely accepted by political leaders regarding the legitimacy of coercion and compromise with political opponents as well as respect for legal institutions and the rule of law in regulating competition and potentially settling political disputes.
